Abstract: Currently,China’s water environment management has entered anewphase of ecologicalrestoration,the river discharge outletsof urban sewage treatment plantsserveas the finalcheckpoint forpolutant entryintorivers,and heir regulatory efectiveness directly impacts the ecological safetyof receiving water bodies.Inorder toaddressthe issues of delayed responses and insuffcient early wamings in traditionalregulatory models,anintelligent supervisionand ecological risk warningsystembasedondigitaltwin technologyis established.Thesystemcollcts multi-dimensionaldatainreal-time throughInteretofTingsdevices,integrates mechanisticmodelswithtificialinteligencealgoriths,onstuctsigidelity virtual mappings,and achieves dynamic simulation of pollution difusionand ecological risk prediction.Relying onthe intellgent businessplatform,theregulatorymodel hasshifted from pasiveresponse toproactiveearly warning,expanding fromsingular waterquality managementtocomprehensiveecologicalriskpreventionandcontrol.Thisstudyprovidesaninovative technical pathwaytoenhance theregulatoryeficiencyofdischargeoutlets andensuretheecologicalsafetyofrivers andlakes.
