Abstract： With the acceleration of urbanization，frequent urban floodsand water scarcity issues have become increasingly prominent.The sponge cityconcept provides an efective wayto solve these problems.This paper focuses ontheapplication of the sponge city concept in river flood control and water resource utilization，and systematicall elaborates on the concept，construction standards，and evaluation systemofsponge cities.In terms of riverflood control，measures such as the construction of storage facilities，ecologicalrestoration，andoptimizationof pipeline networksanddrainage systems areproposed toenhancetheflooddischargeanddrainagecapacityof theriver.Intermsof waterresourceutlizationspecific measures are proposedfromtheaspectsofrainwatercollectionandpurifcation，cyledwatereuse，andoverallplaningofwater resources toachieveeficientutilizationof waterresources.Researchhasshown thattheconceptofsponge citiescansignificantly enhancetheabilityofcitiestocopewith floods，alleviate waterscarcityissues，provide theoretical supportand practical guidance forsponge cityconstructionand urban watersystem management，and helpcities achievesustainable development.
