Abstract： Inthecontext of buildinga fixed polutionsource supervisionsystem withthe polution discharge permit system as thecore in China，theefective connection between environmental impactassessmentand the polutiondischarge permit systemis the keytoimproving environmentalmanagement eficiency.Takingacertain water washing plantas theresearch object，this studyanalyzesthechallenges faced intheprocessof institutionalconnection，suchasmanagementconflicts caused by institutional gaps，inconsistentdatadue todifferenes in technical specifications，and environmental risks amplified byregulatorydeficiencies.Targetedoptimizationstrategiesareproposed，includingtheconstructionofafullycle management chain，standardizationof technicalsystems，and closed-lopsupervision.Analysis showsthatunifiedtechical standards and seamless data flow can promote the efective connection between environmental impact asessment and pollutant discharge permit system.
