Abstract： Under the“dualcarbon”goal，urbanecologicalenvironment governance faces challengessuchashigh carbon lock-in in industries，imbalanced energy structure，fragmented space，and lack of mechanism coordination.Based on this，the four-dimensional governance path of“industry-energy-space-mechanism” is systematicallyconstructed.This framework achieves low-carbonand circulardevelopmentthrough industrial digitaltransformation，promotes clean energy transformation based on a diversified integrated energy system，optimizes land development patterns through carbon emissionspatial control，andbuildsasmart governance platform toimprove diversecollaborative mechanisms.Research hasshown thatthefour-dimensionalcolaborativegovernancepath can efectively promote thetransformationofcities from endof pipecontrol tosourceemisionreduction，andfromelementsegmentation to systemcollaboration，providingpractical guidance for urban green and low-carbon transformation.
