Abstract：Theconstructionofhappyriversandlakes isanew modelofriverandlakegovernance，butcurrentlytheregional promotion isuneven，the evaluationstandardsare“onesizeftsall，theecological value transformation path is single， andcrossregionalcollaborative governance isdificult.Thetheoreticalframeworkandpractical pathoftheconstructionof happy rivers and lakesare systematically explored，and the countermeasures are proposed for the current problems inthe promotionand implementationof happy riversandlakes，thus providing theoretical guidanceand practical references for promoting theconstructionof happy rivers and lakes.Overall，iis necessary to strengthen top-level planning and design， adhereto tailoredandclassified policies，promote the transformationofecological valueandwatersheddevelopment，deepen watershed collaborative governance and public participation.
