Abstract: As akey hub of the watershed ecosystem,reservoirs have surpassed traditional water resource supply functions interms of ecologicalsecurity,formingacompositevaluesystemthatcovers eologicalservices,publichalth,andcultural heritage.Taking theconstructionofanew water managementsystem in2O25as the policybackground,an innovative three-dimensional analysis paradigmof“ecological security-publichealth-social governance”is proposed,through the waterqualityhealth correlation model andgame theoryanalysis,thecommunitydynamics mechanismof legal behavior is systematically deconstructed.Basedon typical practical casessuch as Chitian Reservoir in Hainan province and Nanshui Reservoirin Guangdong province,acollaborative governance modelof“smart monitoring network-ecologicalcompensation mechanism-community governance platform” is constructed to empiricallydemonstrate the practical effctivenessof multi-dimensional value reconstruction.The researchresults provide a theoretical framework and policytols for he modernizationofthe waterecologicalgovernancesystem,andpromotethe transformationof cologicalassetsinto healthand well-being.
