Abstract： The emergence of exile culture in Heilongjiang during the Qing Dynasty was not an accidental cultural phenomenon， but an inevitable outcome of the interaction among political policies， natural environment and population migration，taking the exile culture of Heilongjiang in the Qing Dynasty as the research object， this paper sorts out the composition of the exiled group and their migration background，analyzes the historical formation logic of exile culture，explains its core characteristics of "upholding integrity， compatibility and coexistence，and perseverance and pragmatism"，explores its inheritance value and innovation path in contemporary Heilongjiang cultural construction， border governance and ethnic cultural integration， and provides theoretical reference and practical enlightenment for border cultural inheritance and regional cultural confidence building.
