Abstract： Under the dual context of China's cultural development strategy and promoting high-quality social work development in the new era，how to transform intangible cultural heritage into effective resources for community governance has become a significant issue in the localized practice of social work. This study employs case study methodology，analyzing typical cases in the Chaoshan region through the theoretical framework of "Space-Culture-Actor" tripartite mutual construction. It proposes an empowerment pathway grounded in spatial reconfiguration， centered on cultural translation， and sustained by actor coordination.
