Abstract: Implementing the nutrition improvement program for rural compulsory education students is a major national strategytobreak thecycleof intergenerationalpovertyand enhancerural humancapitalaccumulation.However, theunique geographical conditions and weak infrastructure in rural areas present multiple challnges to food safety managementfor nutritiondiet,including lengthysupplychains,limitedregulatoryreach,andambiguousaccountability. Thepaper analyzes the deviationsoccuring at the implementation level of the current meal supply model,revealing issues suchasuncontrollable ingredientqualitydue to fragmented sourcing,hygienerisks stemming from inadequate processing and storagefacilities,andoversightvacuumscausedbyweak grassroots regulatorycapacity.Toaddress these structural challenges,this paper proposes anoptimized management model forend-to-end risk prevention and control. The objective is to establisha closed-loop management system featuring stringent preventionatthe source,rigorous oversightthroughout theprocess,andstrictriskcontrol.Thesystemensuresthepublicwelfaredividendsof thenutrition programare notdiluted byfoodsafetyrisks,therebybuildingarobustsafetybarrerforthehealthydevelopmentofrural students.
