Abstract：Theconstructionofsoil strippingandreuseinthetilagelayerofoccupiedfarmland isof greatsignificance for protecting farmlandresources，improvingsoilquality，and promoting sustainableagriculturaldevelopment.However，in theactual processofpromotion，itisfacedwithmanyproblems，suchasincompletepolicysystemdificultiesincapital guarantee，uncleardirectionofreuseand inconsistent technical standards.Throughin-depthanalysis ofthese problems， putforwardthe clear policy，the funds，clear money，strengthen thetechnical countermeasures，aims to promote the constructionofcultivatedlandsoil stripping reuse work providetheoreticalsupportandpractical guidance，inorderto realizethe eficientprotectionandrationalutilizationofcultivatedlandresources，ensurethenationalfoodsecurityand sustainable development of ecological environment.
