AbstractInthecontextofbuildingastrong educationcountry，theexisting hierarchicalteaching modelisdificulto balancefairnessandqualityimprovementdueto thesolidificationofabilitylabelsandthe fragmentationofthe system. Thearticleis basedonthe theoriesofmultiple inteligences，self-determination，andzoneofproximal development， and follows the principle of teaching students according to their aptitude.It proposes anew paradigmfor cultivating excellence/asisting the disadvantaged：creatinga "One Core with Dual Supports"classroom structure，integrating regularclassrooms and layeredclassooms，andbalancingcommon foundations and individual development; Builda tripartitecolaborative mechanism of "discipline limitation -autonomous selection-dynamic adaptation"to break through thethree majordifcultiesoffixedlabels，fixedsupport，andinsufficientmotivation.Thisparadigm，through architecturalreshapingandmechanisminnovation，achievesthegoalof "equityasfundamentalbedrock with quality ascending progressive scaffolds"，providing an operational path for promoting the integrationof education equityand quality development in the new era.
