AbstractInthecontextofbuildingastrong educationcountry,theexisting hierarchicalteaching modelisdificulto balancefairnessandqualityimprovementdueto thesolidificationofabilitylabelsandthe fragmentationofthe system. Thearticleis basedonthe theoriesofmultiple inteligences,self-determination,andzoneofproximal development, and follows the principle of teaching students according to their aptitude.It proposes anew paradigmfor cultivating excellence/asisting the disadvantaged:creatinga "One Core with Dual Supports"classroom structure,integrating regularclassrooms and layeredclassooms,andbalancingcommon foundations and individual development; Builda tripartitecolaborative mechanism of "discipline limitation -autonomous selection-dynamic adaptation"to break through thethree majordifcultiesoffixedlabels,fixedsupport,andinsufficientmotivation.Thisparadigm,through architecturalreshapingandmechanisminnovation,achievesthegoalof "equityasfundamentalbedrock with quality ascending progressive scaffolds",providing an operational path for promoting the integrationof education equityand quality development in the new era.
