AbstractWith thedeepening ofvocational educationreformin China，thepilotpolicyforcomprehensivehigh schools has becomean important breakthrough in breaking the division of vocational and general education and optimizing the education model.The article first sorts out the policy context and theoretical connotation of the development of comprehensive high schools.Secondly，it systematically analyzes the implementation path of pilot policies for comprehensive high schools and theexisting institutional obstaclesand imbalancedresource alocation.Finally，it proposes optimization strategies such as improving policy guarantees，optimizing resource alocation， and inovating training models，aiming tobuildanewcomprehensive highschooldevelopment model thatdeeply integrates generaland vocationaleducation，efcentlyallcatesresoures，ndevaluatessientificdiversity，providing practicalsmpleforthe modernization of educational governance.
