Abstract：Scientificand technologicalorganizationsserveastheprimarycarriersofscientificandtechnologicalactivities， resources，andachevements，playingacrucialroleinenancinganation'sinnovationcapacityandompetitivenes.Topromote the standardizationandnormalizationof scientificandtechnological organizationdata，this paper proposesahierarchical clasificationsystem forscientific andtechnologicalorganizations，coveringinstitutions within China Association forScience andTechnology，aswellastherdomesticandoverseasscientifcandtechnologicalorganzations.Itestablishscoepding codingrulesforscientificand technologicalorganizationidentifiers.Furthermore，itanalyzestheattributesofscientificand technologicalorganizationsfromthreedimensions：basicinformation，managementinformation，andoerationalifoation. This esearch establishes acomprehensive digital framework for standardizing scientific and technological organization information， encompassing classification， coding，and metadata definition.
