Abstract Strengthening the orientation of service contribution and increasing provincial promotion are key guarantees forthe implementation of the "Double High Plan.Fromthe perspective ofcontribution degree，taking the "Double High Plan" institutions in Chongqing as samples，this paper analyzes the effctivenessand existing problems of the first round of construction，and proposes optimization paths such as strengthening demand orientation and improving key school-running capabilities，seeking value regresion and expanding service fields and depth，forming organizational synergy and creating a "vocational education going global" brand，and strengthening innovation promotionandstimulating the vitalityofinstitutions as the mainbody.Itprovides reference forcarryingouthe second phase of the "Double High Plan" at the provincial level.
