Abstract：This paper analyzes the currentapplicationstatus ofsmart water-saving technology in Shanghai city，and shows the significant efects of smart water-saving technology in improving wateruse eficiency，reducing water resource waste， and loweringcarbon emissons.Atthesame time，a theoretical framework forthecollborative mechanism ofsmart watersaving and water-saving carbonreduction is proposed，thechallenges intheoperationof the mechanismarepointedout， andcorrespondingoptimizationstrategiesareproposed，aiming toprovidesupportand practical guidancefor water-saving andcarbon reduction work in Shanghai cityand even the whole country，and promote the sustainabledevelopment of watersaving and carbon reduction.
