Abstract： To develop naturalresources more eficiently，explore the mechanism ofnewquality productivityempowering innovative development ofnatural resources，the existing problems in naturalresource developmentand utilization，and coresponding practical paths.Analysis suggests thattechnological innovation，industrial integration，andconceptual transformation are keyto empowerment.However，there are currently problems such as mismatched technology equipment， talent，resources，and imperfect management systems.Strategies such as strengthening investment in technological innovation，increasing talentcultivation，andoptimizing industriallayout shouldbeadoptedto promote thesustainable development and utilization of natural resources.
