Abstract： Water recycling and water-saving measures are important components of urban water system planning，which can effctively improve the eficiency of water resource utilization and achieve sustainable useof urban waterresources. This paper analyzes the chalenges of water recycling and water-saving in urban water system planning，and then proposes measure forwaterrecyclingnd water-saving.Overall，itisnecessary todrive technological innovation，reform management systems，and expand social participation channels，in order to do a good job in water recycling and water-saving.
