Abstract：Asanimportantagriculturalresource in China，theprotectionofblack soilisof greatsignificance forensuring the safe productionof grain.Atpresent，thedvelopment，utilzation，and protectionofblacksoilstillface problemssuchas the continuous declineoforganic matercontent，thelong-termlack ofpolicies forthe protectionandutilizationofblack soil， andthe eduction of biodiversity.Toaddressthese issues，Heilongjiang province has established along-term mehanism forblacksoil protectionand introducedrelevantregulationsforblack soil protection，providing institutional guarantees for black soil protection.Toenhancetheeffectivenessofblacksoilprotection，thecurrentsituation，problems，andstrategiesof black soil protection and utilization in Heilongjiang province were analyzed in detail.
