Abstract: With the development of the digital economy and the upgrading of consumption patterns, new food formats such as online ordering, pre made meals,and live streaming sales have rapidly emerged. While these new formats enrich consumer choices,they also pose new challnges to traditional regulatory models due to their complex regulatory targets,dynamic and variable links,and strong technological dependence. Curent regulatory systems facecritical issues suchas inadequate multi-stakeholder coordination,outdated technological tools,and insuficient standardization.To address thesechallnges,this study proposes innovative pathways,including establishing a multicollaborative regulatory system,leveraging digital technologies,and developing comprehensive standardization frameworks.Additionalytheeffctivenessofregulatory innovations is evaluated through dimensions suchas food safety assurance levels and social satisfaction,providing practical references for modernizing food safety governance and enhancing regulatory capabilities.
