Abstract: With the rapid development of the online food ordering industry,food safety supervision is facing brand-newchallnges.The traditional regulatory model hasobvious limitations in real-time information acquisition, precise risk identification and cross-subject collaborative governance. Building a food safety risk prevention and control system with informatizationand intellgence atits core, integrating risk governancetheory,smart supervision theoryand foodsafetysupervision theory,hasbecome the keypath to deal with industryrisks.This systemrelies on the overall designof“one center, two supports, hree levels oflinkage,andfour layers ofarchitecture".Byintegrating five core functional modules and a completedata resource system,it formsan intellgent supervision closed loop covering the entire chain of online food ordering.This article further proposes specific implementation paths for building a collaborative supervision mechanism and technical support system,aiming to promote collaborative governance among multiple entities,comprehensively enhance regulatory effciency and scientific decision-making levels,and provide theoretical basisand practical support forthe modernizationof China’s food safety governance system.
