Abstract： Underthecontext of the“dualcarbon”goals，industrial parks，ascorehubsforresource metabolismandcarbon emisions，playa pivotal role in exploring pathways for polution reduction and carbon mitigation toachieve green and low-carbon transitions.This study takes Ningguo Economic and Technological Development Zone （hereinafterreferred to as Ningguo Economic Development Zone）as acase，focusing on the integrated utilization of phosphogypsum，foundry waste sand，and biomass resources.It systematicallanalyzes the construction of the park'sresource recycling system and synergistic pathways for polution reduction and carbon mitigation.The practical experience of Ningguo Economic Development Zone provides replicablecirculareconomymodels for similar industrial parks，promoting the deep integration of dual carbon goals with resource eficiency and contributing to regional green and high-quality development.
