Abstract： There are significant diferences inthetotal energy consumption and structure among provincial administrative regions i China.Scientific analysis of theenergy consumption situation in various provincial administrativeregions is helpful forscientificallyformulating regional energyconservationand emisionreductionpolicies，and promoting the state to achieve its“dualcarbon”goals as soon as possble.The theoretical framework is established for analyzing the energy consumption situationattheprovincial level，taking Hebei province，amajor energyconsuming province，asanexample， basedonthe 2O22 energy balance shetof Hebei province，theenergyflow diagramof Hebei province is drawn.The total energy consumption in Hebei province inrecent years，the flowof diffrent energy varieties，as wellasthe primary and terminal energyconsumption structures inHebeiprovincearethoroughlyanalyzed，andtheproblems ofenergyconsumption are analyzed in Hebei province，andthecountermeasuresandsuggestions are proposed.Overallitisnecessarytootiize theenergyconsumption structure，strengthen thedevelopmentandutilization of clean energy，vigorouslydevelop he tertiaryindustry，inorder topromote theachievementof gren，low-carbon，andsustainable development goals inenergy consumption in Hebei province.
