Abstract： This study discusss the incentive and constraint mechanisms for cross regional collaborative monitoring and information sharing of polutionsources，analyzes core needssuch as resource alocation，data exchange，andsubject motivation， proposes incentive measures such as financial subsidies，cost sharing，and technical support，and provides constraint mechanismssuchasresponsibilitydefinition，datacontrol，andbreachofontractinvestigation，aimingtohance the efficiency and scientific decision-making of cross regional environmental governance.
