网络食品安全监管的核心困境与出路

Abstract： Online food transactions are characterized by virtuality， cross-regional nature and information asymmetry.Their rapid development is accompanied bytherising risks offood safety，posing severe challenges to supervision.The current predicaments in the supervision of online food safety include diffculties in tracing the source and holding accountabledue to theconcealment of regulatory targets，unclear regulatory rights and responsibilities among multiple departments and low efciency，lagging regulatory technical means， inadequate implementation of platform responsibilities，and an immature multi-party governance mechanism.To address these chalenges， relevant authorities should reconstruct the governance framework and optimize collaborative regulatory mechanisms; strengthen the legal foundationand improve the standard system; deepen technological empowerment and build intellgent supervision systems; and enforce platform accountability while promoting a multi-actor co-governance model.Theultimategoal is toestablishamodernregulatory ecosystemthatisclearlydefnedinresponsibilities，wellregulated bylaw，inteligentandeficient inoperation，and stronglycoordinated，therebyensuring thesafetyofonline food transactions.
