Research on the Legal Service Mechanism for Emergency Response in Universities under Major Public Emergencies

AbstractThe frequent occurrence of major public emergencies in universities has gradually attracted high attention fromthe govermmentand society.The article summarizes the basic situationofthe legal service mechanism foremergency response to major public emergencies inuniversities，analyzes the main problems and their causes，and proposes targeted suggestionsfromfouraspects：strengtheninglegislationonmajorpublicemergencies inChineseuniversities，constructing legal prevention mechanisms for emergency response， establishing specialized and independent emergency response management agencies， and establishing legal relief mechanisms for public emergencies.

和谐稳定是高校人才培养的重要前提，也是学校改革、发展、建设的基本保障，然而随着高等教育改革的不断发展和学校招生规模的不断壮大，高校内外部环境发生了重大变化，各类重大突发公共事件的发生率也日益增高，这不仅扰乱了学校的正常秩序、危及了校内师生的生命财产安全，也对社会的稳定与和谐造成了负面影响。（剩余4281字）
