Abstract：PublicPolicy CaseAnalysisisacrucialcoursefordeepeningandcultivating students'theoreticalandpractical capabilitiesinpublicpolicy.Thedebate-stylecaseteachingmethod，whichintegratescase-basedleaminganddebatepedagogy， facilitatespositivetransformationsintherolesofinstructorsandstudents，teachingapproaches，learningatitudesandteaching effectivenesswithinthecourse.Practicehasproventhatapplying debate-stylecaseteachinginthiscoursereshapesboththe teachingprocessandoutcomes，significantlyenhancesstudentengagement incaseanalysis，andpromotesthecomprehensive development of students'publicpolicycompetencies.Implementing debate-stylecaseteachingrequires designingspeific teaching activitiesacrossthreestages：pre-classpreparationinclassdebateandpost-classsummaryToensureefectiveimpleentation continuousefortsarenededtoadvancecasedatabasedevelopment，establishefectiveincentivemechanisms，andstrengthen routine training in debate literacy.
