Abstract：Appliedlegaltalentsserveasabackboneforceinsupportingthemodernizationofnational govermanceandthe developmentofregionalruleoflaw.Atpresent，localaplieduniversitiesfaceseveralchallengesinaligningwithregional developmnttrategies，includingamisalignmentbetwentrainingobjectivesandthedemandsofthetimes，anunderdeveloped competencyprogresionsystemforlegalprofessoals，andadiscoectbetweenpracticalteachingandcareerrequirements.Tese issuesconstraintheoverallimprovementinthequalityoflegaltalentcultivation.Undertheframeworkoftheintegratedeforof education，scienceadechologyandtalentsstems，itiscessytotakeoodinatedactiosacrossipleimsissuch asreshapingthestrategicpostioningoflegaleducation，enhancingthedistinctivenessoflegaltalentcultivation，andpromoting theintegrationandoptimizationofvariousresouces.Theseefortsaimtoestablishanewparadigmoflegaleducationthataligns withnationalnedsandlocalcharacteristics，therebyachievingqualitynhancementandficiencyimprovementinthecultivation of legal professionals.
