Abstract:Inresponse totherequirementsofthenewmilitaryrevolution fortalenttraining,thedefinitionandconnotationof thecompetencyofnavalshipelectromechanicalcommandoficersareanalyzed,andtheliteratureanalysismethodandexpert consultationmethodarecomprehensivelyusedtobuildacompetencyevaluationindexsystemfornavalshipelementary electromechanicalcommandoficers.Basedontheestablishedindexsystem，aquestionnairesurveywasdesigned，anda competencysurveyandanalysisoftheelementaryelectromechanicalcommandoficersonwarshipswerecarredout，anda competencyevaluationmethodforelementaryelectromechanicalcommandoficersonwarshipswasformedbasedonthe competencytheory.Thefeasibilityandefectivenessoftheproposedmethodwereverfedbyconductingacaseverificationstudy on the elementary electromechanical command officer of a certain ship.
