Abstract：Intheeraofthe digital economy，dataserves asacoreproduction factor，and therealizationof its value hinges on effective governance and appication throughout its entire lifecycle.This paper focusesondata annotation technology empowered by quality management mechanisms， exploring its pivotal role in facilitating the value conversionof thedataannotation industry.Byanalyzing the hierarchicalcompositionand integrative characteristics ofdataresources，along with practical cases of multimodal annotation，it systematically examines the mechanisms through which quality control contributes to semantic interpretation， structured data reconstruction，and scenariobased adaptation.The findings aim to advance the conversion of data elements fromresource form to applied value， providing anovel theoretical perspective and practicalpathwayforconstructing a high-qualitydata element market.
