[Abstract] Against the backdrop of the deepening profesionalization transformation of the Chinese Basketball Asociation （CBA），，the professional competenceand professional ethics of referes have become critical factors influencing the credibilityand healthydevelopmentofthe league.Inresponse to structural chalenges intheconstruction of the CBAreferee team，suchas theseparationof selection，cultivation，evaluation，anduse links，insuficient comprehensive judgment literacy，unclear profesional identityand the lack of long-term development path，this research constructs a three-dimensionalcompetency model encompassing profesional judgment ability，profesional ethics ad moralityand psychological and learning traits，anddesigneda fullcycle cultivationsystem of selecting sedlings，nurturing seedlings，strengthening seedlings，and retaining talents based onthis.The research proposes that it establishes a scientific，data-driven selection and evaluation mechanism; It implements modular and technologyenhanced systematic cultivation; Itadopts a performance-based dynamic incentiveand assignment system; It promotes E-mail：chen125wei@qq.com。（剩余6532字）
