[Abstract] Faced with thedual challenges of population agingand negative growth，Liaoning Province actively explores a newapproach for integrating physical and elderly care services to adapt to aging. In response to current problems of policy fragmentation，uneven resourcealocation，and insuficientmarket participation，this researchhasconstructed asystematiccollaborative governance mechanism： clarifying the division of responsibilities at the institutional level， establishing cross departmental joint metings，and establishingathree-level colaborative networkattheprovncial， municipal，andcountylevels; Itintegratesidlefacilities itermsofresourcesandinnovates theuseofPPPmodels to atract socialcapital investment;Itdevelopsaprovincialinformation platformatthetechnicallevel，relingonbigdata andintellgentdevices toachieveaccuratematchingofhealthdata and exerciseprescriptions.This mechanismprovides a replicable and scalable new paradigm for the integrationof systems，resources，and technologies in the construction of a national aging-friendly service system.
