Abstract： While 5G drives the Internet of everything with high-speed connectivity，low latency，and massive conectivity，italsointensifieschallenges inpersonal informationprotection.Thisstudy examines theimpactof 5Gon personal data processing，analyzes emerging criminal riskssuch as cross-borderdata transfers，and proposes a fourdimensional governance framework integrating legislation，regulation，corporateresponsibility，andpublicawareess. The framework aims to strengthen criminal protection mechanisms for personal information through comprehensive legal and regulatory measures.
