Abstract: In recent years,“outdoor dining”by catering enterprises has emerged as a prominent new feature of urban commerce,ofering consumers distinctive culinary experiences while unlocking new market opportunities for businesses.This paper conducts an in-depth analysis ofthe chalenges in food safetysupervision for“outdoor dining", specifically identifying gaps in regulatory frameworks and standards,supervisory capacity,operator accountability, inter-departmentalcollaboration,and public participation in oversight.To address these issues,targetedregulatory solutions are proposed from multiple dimensions, including improving the regulatory laws and standards system, enhancingregulatory capabilitiesand technical levels,strengthening the implementation of the main responsibility of business operators,building a cross-departmental collaborative regulatory system,and increasing consumers' awareness of food safety and their participation in supervision.The aim is to construct a comprehensive food safety supervision system that ensures consumer protection, thereby fostering the healthy and orderly development of the“outdoor dining” economy.
