Research on Establishing a Standardization Mechanism for Financing Acquisition in Shenyang's Import and Export Trade of Russian Industrial and Agricultural Products

Abstract： Basedon in-depth research on 643 enterprises in Shenyang city's foreigntrade business with Russia，this paper analyzes the diferences in trade financing acquisition among different types of enterprises.Research finds that Shenyang enterprises face problems inobtaining financing for the import and export tradeofRussian industrial and agriculturalproducts，including insuficient matching of specific financing support，strict approval basedonrisk factors，restrictions ontrade financing tools，high trade financing costs，andalack offexibleandadaptable financial financing products.Financial institutions and the government should establish a standardization financing acquisition mechanism that covers the entire process from financing demand assssment，financing product adaptation，financing processtandardization to financing risk control，inorder toachievethe transformationandupgrading of Shenyang's foreign trade financial services to Russia.

2022年2月4日，商务部与俄方签署了《关于完成制定〈中俄货物贸易和服务贸易高质量发展的路线图>的联合声明》，该路线图明确提出要推动双方在工业、农业、经贸及金融等重点领域的务实合作沈阳市作为辽宁省的省会城市和东北地区的重要工业基地，在国家与省级政策的指引下，结合自身实际情况，配套制定了一系列具体措施以促进对俄工农产品进出口贸易的发展，如《沈阳市引培外贸企业进一步推动外贸保稳提质若干措施》中就明确提出要加大对沈阳企业开展对俄贸易的支持力度，在融资、通关、物流等方面提供全方位的政策扶持[2]。（剩余3630字）
