Identification ofKey Technical Elements for Standardization of Shore Power and Comparative Analysis of Standards

Abstract: Maritime shore power technology has emerged as a crucial approach to addressing the International Maritime Organization’s emission reduction strategy and combating port environmental pollution,owing to its remarkable emission reduction benefits (over 90% reduction in pollutants).Based on the global application of shore power projects and the development of key technologies,this paper analyzes the IMO's Interim guidelines on safe operation of onshore power supply (OPS)service in port for ships engaged on international voyages,specifications from major classification societies (such as ABS,BV,and CCS),and requirements from the IEC/IEEE/ISO 80005 series of standards.It proposes key elements for shore power standardization work covering three main system modules:shore-side,ship-side,and ship-shore connection.Throughthecomparative analysisof the scope and technical content ofover 40existinginternational,national,sectoral,and localstandards forshore power,itfinds thatcurren standards generally cover critical shore power technologies andregulatory requirements from maritime authorities and clasification societies. However, some standards exhibit overlapping provisions in shore power project construction andoperation.Additionally,futurestandardization efforts should focus oncompatibilityofshorepower withdifferent typesof vessels,applicationof shorepower for electric vessels,newconnection technologies/equipment,personnel training, as well as layout and development of standards for offshore connection.
