Abstract：Undertheguidanceof thecarbonpeakandcarbon neutrality（referred toas“dualcarbon"）goals，theclean energy transmision from Western China has become a key measure to promote energy structure transformation，but its implementationstillfaces systemicobstacles.The thre stagesofpolicy evolutionaresortedout，thetripledilemmaanalysis framework isonstructed，andthethree-dimensionalcollabrativeoptimizationpathofgoals，institutionsandtechologies is proposed，aiming toprovideanewperspectiveforunderstanding thecomplexmechanismof energytransformationand operational systematic policy implications for cross regional clean energy allocation.
