Abstract:Basedontheanalysisofthecurrentsituationof teritorialspatial planningand management fromtheperspective offarmland protection,this paper proposesan innovative path of planningand management centeredon spatial unit reconstruction,capacitystabilityorientedmanagement,andfunctionalinkagesupervisionofuse.Taking thecomprehensive renovationpracticeinDeqingcounty,Zhejiangprovinceasanexample,theactualoperationallogicof multi-levelspatial coordinationanddiffrentiatedusegovernance mechanismisanalyzed.Analysissuggests thatthespatialgovernanceof farmland protection is transitioning from indicator control to functionalstability,and theplanningsystemalsoneds to transitionfrom staticdelineation todynamicadaptation tocopewiththedualbotom linepressureoffarmlandquantityand quality.
