Abstract:Drivenbythedualforcesofdigitaltransformationandthemodernizationofeducationalgovernance,thefullcredit system,asanimportantinnovationinhighereducationsystems,ispropelingthegraduatestudenttrainingmodeltotrasition fromlarge-scaledevelopmenttoconnotativeconstruction.Basedonthetheoryofsystemcomplementaritythisstudyconstructsa three-dimensioalanalyticalmodelof"systemempowermentactorinteractioresourcereconstructio”tosystematicalleplorete logicofhowthefullcreditsystemreconstructsthegovernancestructureofgraduatestudenttraininginlocaluniversties.It proposestodeconstruct thetraditionalbureaucraticpowerstructurethroughthefullcreditsystemtoachievearedistributionof goveanepower.Italsooptimizestheinstitutionalsystemthroughthethre-dimensionalcomplementarymechanismof"systemactor-resource"anddrivessystemicchangesingraduateeducationthroughinnovationsinflexibletrainingmodels.Thestudynot onlyfillstegapinexistingtheoriesregardingthecompatibilitybetweesystemsupplyandtrainingneedsbutalsoprovidesa practicalparadigmforlocaluniversitiestoadvancecreditsystemreforms.Ithascertainreferencevalueforachievingthe modernization of higher education governance systems.
