Development and Optimization of Higher Education Resources in Pu'er Region from the Perspective of "Hierarchical Interaction"

AbstractTaking colleges and universities inthe Pu'erarea as the research object，this paperaddresss the dilemmas in educational resource development such as bureaucratic bariers，homogeneous competition，and superficialcooperation. Based on the "Hierarchical Interaction" theory，itconstructs a three-tierresource optimization model covering intrauniversity，inter-university，anduniversity-local levels，and proposes strategies including integrating intra-university resources，promoting inter-universitycolaboration，and depeninguniversity-local integration.Theresearchshows that this theorycan improve theeficiency of resource integrationand provide theoretical and practical references for the optimization of educational resources in border ethnic areas.
