Abstract：The"DoubleLeaders”system inuniversitiesaimstostrengthengrasrootsPartyorganizations，enhancetheir combatefectiveness，andinvigoratePartybuildinginhighereducationinstitutionsbyoptimizingPartyorganizationstructures， therebyfurtherpromotingthedevelopmentofuniversityendeavors.Basedonthe"DoubleLeaders"TeacherPartyBranch SecretaryStudioConstructionProjectinuniversitiesofXinjiangUygurAutonomousRegionandthe"Nation-Strengthening Joumey"specialinititivefor"DoubleLeaders"teacherPartybranchsecretaries，thisstudyinnovativelyproposesanewmodelfor grassrootsPartybuildinginuniversities.Themodelfeatures"tightlycenteringaroundonepoliticalcore，constructinga collborativenetwork，buildingfourhigh-levelserviceplafoms，andexploringlong-temmechanismsformulti-dimesional integrationandmutualpromotion".ItexaminesthepracticalimplementationoftheDoubleLeaderssystematthe"Lvyanstudio" intheCollgeofTourismandHistoryandCultureatYiliNormalUniversity，whileexploringpracticalpathwaysformaximizing therolesof"DoubleLeaders".Theresearchaimstoprovidereferenceandsugestionsfortheimprovementofthe"Double Leaders" system in universities.
