Abstract：Atpresent，theindustrializationofscientificandtechnologicalachievementsisfacedwiththechalengesof insuficientinvestmentinsientificresearchlackofmechanismsforhetransformationsientificandtechnologicalachievements， imperfectpolicysystemsforthetransformationofscientificandtechnologicalachievements，andinadequatetalentmobilityand incentivemechanisms.HeilongjiangProvinceshouldformacolaborativeimovationmechanismtopromotetheeficientrealization oftheindustrialzationofsientifcandtechnologicalachievementsbystrengtheningtheclosecoperationamongthegovement， enterprisesandscientificresearchinstitutes.Thispaperfocusesonthedevelopmenthistoryofindustry-university-research collborativeinnovationandindustrializationofscientificandtechnologicalachievements，analyestheprobemsthatexistinth developmentprocessinHeilongjiangprovince，andemphasizesthepathexplorationthatshouldbetakenintheprocessof promotingtheindustrializationofscientificandtechnologicalachievementsinHeilongjiangprovince，inordertorealizethe eficientindustializationofsientificandtechologicalachievements，promotethehighqualitydevelopmentoftheeconomyand enhance the regional innovation capacity and competitiveness through multi-party cooperation.
