Abstract：The"5C"corecompetencieshave become the basisforeducational policyadjustmentsand reformsinmany countries.However，asacorecourseinthefieldof public management，"PublicPolicyAnalysis"lacksasystematicdesign incorporatingthe"5C"corecompetenciesinitsteachingcontentandmethods，failingtomettheneedsforcultivatingthecore competenciesofpublicmanagementtalentsinthenewliberalartslandscape.Therefore，itisrecommendedtoaddressthe challengesfacedintheteachingpracticeof"PublicPolicyAnalysis"bysystematicallydesigningitsteachingcontent，teaching methods，andasessment mechanismswithinthebasicframeworkofthe"5C"corecompetencies，frommulti-dimensional perspectivessuchasoutcomebasededucation，corecompetencies，andproblem-basedlearning.Theaimistoenhancestudents comprehensive qualities and cultivate high-quality， interdisciplinary public management professionals.
