Abstract:The"5C"corecompetencieshave become the basisforeducational policyadjustmentsand reformsinmany countries.However,asacorecourseinthefieldof public management,"PublicPolicyAnalysis"lacksasystematicdesign incorporatingthe"5C"corecompetenciesinitsteachingcontentandmethods,failingtomettheneedsforcultivatingthecore competenciesofpublicmanagementtalentsinthenewliberalartslandscape.Therefore,itisrecommendedtoaddressthe challengesfacedintheteachingpracticeof"PublicPolicyAnalysis"bysystematicallydesigningitsteachingcontent,teaching methods,andasessment mechanismswithinthebasicframeworkofthe"5C"corecompetencies,frommulti-dimensional perspectivessuchasoutcomebasededucation,corecompetencies,andproblem-basedlearning.Theaimistoenhancestudents comprehensive qualities and cultivate high-quality, interdisciplinary public management professionals.
