Abstract：Young talents incolegesanduniversitiesareanimportant partofthenational strategictalent force，andarethe keysupportforChina'shigh-levelscientificandtechnologicalself-relianceandself-reliance.In-depthunderstandingofthe historyandachievementsoftheintroductionandcultivationofyoungtalentsinclegesandunivestiesinChinaaswellaste needsandproblemsofyoungtalentsintheprocessofgrowth，isofpracticalsignificancetogivefullplaytotheircreativityand enthusiasm.Basedontheperspectiveofhumanresourceplaning，thispapercombsthrough thedevelopmenthistoryand achievemntsoftheintroductionandcultivationofyoungtalentsinuiversitiesinChina，summarisestheproblemsthereinand putsforwardcorespondingcountemeasuresandreflctionsfromthetop-levelesignofdisiplines，classificationandevaluation cultivationsystemandsafeguardsysteminaccordancewiththegrowthcharacteristics，developmentneedsanddevelopment dilemmas of young talents in universities.
