Abstract：The2OthNationalCongress oftheCommunistPartyofChina hasintegratededucation，scienceandtechnology， andtalent，withscientificresearchandeducationasthecorehubforthedeepintegrationofthethreeItsstrategicvalueand practicalsignfcanceareincreasinglyprominentByanalyzingkeyinfluencingfactorssuchassubjectobjectinteractioninstitutional mecanisms，andcontentsystems，combinedwiththelatestrequirementsofthe"OutlineofthePlanforBuildinganEducationStrongCountry（O24-2O35）"，thispaperproposesanimplementationpathforscienticresearchandeducationinuniversitiesunderthebackgroundofintegratedscienceandeducationtechnologyandtalentfromfourdimensions：top-leveldesign，collaborative mechanism，evaluation reform，and case innovation.
