Realistic Challengesand Breakthrough Paths forSocial Organizations'Participation in Extracurricular Sports Services in Primary and Secondary Schools Under the "Double Reduction" Policy

Guangdong Communication Polytechnic, Guangzhou, Guangdong Province,51O650 China [Abstract] This article aims to explore the practical challnges andoptimization paths for sports social organizations participating in extracuricularservices in primaryandsecondary schools under the backgroundof the "double reduction" policy.Theresearch identifies three majordeep-seated challenges:animperfectaccessmechanism,uneven financial support,andashortageoftalent.Specifically,thesechalenges incudecumbersomeadmissonapprovalsand inconsistent standards;Theregionaldiferences issignificantinfundallcationandrigidusage procedures; Andthereisashortage of professional talents and high mobility. In response to these isues,the article proposes breakthrough paths,which includethe following keypoints:Itestablishesafull-cyclesupervisionsystem with gradedand clasifiedadmissioand dynamic evaluation; Itconstructsa diversified financing and incentive mechanism that ensures basic funding by the government and promotes high-quality products by the market; It implements a dual-track improvement plan that emphasizes both "profesional training"and "qualitysupervision";It encourages social organizations to leverage the advantages of curriculum innovation and digital technology integration to achieve precise resource matching and enhance
servicequalityandeciency.Trough institutionalcoordination,digital empowement,andecosystemcoonstruction, this approach aims to promote the high-qualitydevelopment of extracurricular sports services in primary and secondary schools.
