Dilemmas and Breakthroughs Path in the Cultivation System of Youth Sailing Reserve Talents in China

Aviation Foundation Colege，Naval Aeronautical University， Yantai， Shandong Province，264o1 China [Abstract] Using methods such as literature review and logical analysis，this studysystematicall examines the current dilemmas and breakthrough paths inthe cultivation system of youth sailing reserve talents in China.The study reveals that the current system has developed a nascent model of multi-stakeholder governance involving sports systems，social clubs，and schools.However，it faces governance challnges such as unclear rights and responsibilities of subject colaborationand prominent path dependence; Although the cultivation proces has establisheda fundamental framework of "selection，training，competition，andlearing，"itsufers fromsystemicdisconnections inkeyareassuchassports education integration，competitionconnection，and scientificselectionof materials;The guarantee system is limited byresource botlenecks including singular funding channels，uneven infrastructure distribution，andalack of professional coaches.In thisregard，the study proposes that systematic paths should be taken to promote thehigh-quality development of youth sailing reserve talent cultivation in China through buildinga diverse and collborative training community，deepening the integration mechanismof sports and education，and innovating resource supply models.
