Research on Establishing a Modern Competition System for the FirstBatchof County-Level Football Typical Cities in China

School of Physical Education，Shandong University，Jinan，Shandong Province，25o61China [Abstract] This paper delves intothe first batch of pilot cities in China that havebeen identified as "typical countylevelfootbal"，ndexploresindepththepracticaldificultiesoftheirfootballompetitionsystem.Theresearchfocuses on how to build a modern competition system thatcovers the whole population，has clear levels，rich types，and runs through the whole yearbased on the actual situationof the county，bysystematically integrating regionalresources， innovating competition organization models，and optimizing coordination mechanisms.It focuses on designing the operational systems ofthese typical citiesinterms ofmasspopularizationcompetition，youth team competition，social amateurleagues，andcharacteristicculturalcompetition，highlightingtheirdevelopmentstrategies guidedbylocalization， sustainability，and participation.The research highlights that through the "thre inone"operation mechanism of government guidance，social forcecollaboration，and market resource activation，county-level footbal resourcs can beeffectivelyactivated，andafootballcompetition ecologythat is inline with grasrootscharacteristics canbereated. Thepractices of these first batch of typical cities providereplicableand promotable model for the development of footballin manycountiesinChina，whichhas importantdemonstrationvalue fordeepening theintegrationofsports and education，promoting national fitness，activating rural sports vitality，and supporting rural revitalization.
