民营企业参与军民通用化标准建设的路径与机制研究

Abstract：Grounded in standardization reforms，this study centers onthe involvement of private enterprises in the development of common standards for both civil and military use.It systematically outlines the core connotations and existing accomplishments， while critically analyzing practical chalenges such as inadequate coordination among militarystandards，disjointed discourse systems between civiland militarydomains，and imbalanced participation in pivotal sectors.Furthermore，it proposes four strategic pathways： dismantling access barriers，addressing botlenecks in discourse translation，deepening engagement in advantageous fields，and bolstering talent support.These measures are designed to efectively resolve various obstacles impeding the profound participation of private enterprises inthe constructionofcommon standards，foster anopen，collaborative，and highlyeficient ecosystem forjointlydeveloping civil-militarystandards，and drive the comprehensive and substantive advancementof civil-militaryintegration.
