[Abstract] Based on the methods ofliterature research and case analysis，this paper aims to explore the mechanism and ethical issues ofthe development of aerobics driven byvirtual realitytechnology，soastoput forward the governance strategies.The study found that virtual reality technologyhas multiple ethical problems in driving the innovative development of aerobics，such as the weakening of physical autonomy，the risk of user privacy data security，the imbalance of educational resources fairness，and the alienationofsports noumenonvalue.Based on this，this paper proposes to buildan ethical governance framework with people-oriented technology as thecore： it consolidates the body's dominant position byestablishingatechnical ethics evaluation mechanism; it improves thedata clasification protection system to safeguard users' privacy sovereignty; it promotes thesinking of inclusive technology resources to bridgethe digital education gap; it advocates a return to the value orientation of physical interaction to protect the essence of aerobics.
