A Study on the Hierarchical Legal Governance of Smart Data in the Internet of Vehicles

【Abstract】Intellgent data in Telematics has different clasificationsand importanceaccording to its statusand usage.Inthis paper，we legally definesmart data in Telematics from objective facts to legal facts，and analyse the generation mechanismand legal atributes of smart data in Telematics.It will analyse the governance dilemma of hierarchical clasificationof intelligentdatainvehicular network around three dimensions，namely，datasecurity dimension，data property right dimensionand personal information dimension，soas toreview thedata empowermentof vehicularnetwork from thetheoreticalandpracticallevel，and toachieve thefusionof the binaryco-governanceof technical governance and legal governance.
